The Graduate Development Programme (GDP) is a 10 month programme, with workplace rotations, designed to provide graduates with a range of work experiences.

We offer graduates the opportunity to rotate through roles across a broad range of business areas and career vocations during the 10 month programme. Each rotation will expose you to diverse career development pathways and experiences. Rotations are tailored to suit the needs of the graduate and the organisation.

Intelligence and capability
The Intelligence and Capability Group provides integrated support, capability and services for the Department. These include ICT; intelligence services; advice, project and change management for our reform processes; and research and innovation on cutting-edge technological and other solutions to help manage increasing volumes of trade and travel.
Information and Communication Technology
We offer exciting opportunities through our GDP that encourage you to think creatively and develop innovative solutions. A diverse range of ICT disciplines are available during the GDP, including hands on experience with some of the most cutting edge technologies available.
Some of the exciting work ICT is involved in includes:
- coordination of passenger and cargo movements in airports and seaports, utilising advanced automated clearance technologies
- delivery of the intelligence, identity and biometrics systems that underpin decision making across our business
- the support of a complex, global technology environment leveraging leading service management techniques and capabilities
- the implementation and support of corporate systems that enable the Department and ABF to operate effectively.

It is an exciting time to join us – we've embarked on an audacious transformation program to build an agile intelligence capability that supports an increasing volume of border movements and unravels the complexity of travel and supply chains.
As a graduate in Intelligence Division you will learn about, and contribute to, a wide range of high priority issues. Applying your well-developed analytical or technical skills, you will work collaboratively with others to contribute to the range of work we do. For example, you may:
- respond to time-critical tactical intelligence requests
- research, analyse and make insightful assessments on emerging and converging threats to our border
- collaborate with interstate or international partners to map an organised crime network
- analyse vast data holdings, both classified and unclassified, to identify trends in identity and migration fraud
- develop innovative systems, analytical signatures, and tradecraft techniques to push the boundaries and discover the unknown
- work across a number of specialties such as counter terrorism, counter proliferation, people smuggling, human trafficking, cyber, data analytics, visa fraud, and financial and serious organised crime.
The Policy Group provides comprehensive policy and planning development at strategic and operational levels, covering all departmental areas. Our objective is to lead and influence government policy in all these areas.
During rotations in the Policy Division, you will find yourself working in various roles that may include policy development and connecting with stakeholders across government, industry and internationally.
We are modelling and implementing big ideas for the future - whether they be technology in airports, multi-lateral international agreements, or industry accreditation schemes.
Visa and Citizenship Services
The Visa and Citizenship Services Group is responsible for all aspects of visa and citizenship programmes. We enhance programme delivery by being a single point of accountability for visa and citizenship cases, including refugee and humanitarian, and by creating centralised IT networks and consistent and efficient business operating models.
Australian Border Force
The Australian Border Force (ABF) is the front-line operational agency within the Department. The ABF structure comprises two Groups – the Support Group and the Operations Group.
ABF Support Group is responsible for the planning, support and continuity of specialist services across the ABF. We also manage detention-related services such as health, estate and regional processing and settlement.
ABF Operations Group is responsible for all operational activity around the border, including the management of travellers, goods, cargo and onshore detention operations.
The Corporate Group delivers a full suite of corporate and assurance services that support the Department in functioning effectively. Corporate Group monitors the delivery of significant business change and reform and monitors the health and performance of our business including through good corporate governance and enterprise risk management.
Corporate also manage our internal and external communications, including media and issues management, leads the Department's cultural development programme, and supports Ministers in coordinating Parliamentary processes.
Orientation and induction
Orientation and induction are compulsory parts of the Programme held during your first week in the Department. This is your opportunity to get to know the rest of the cohort.
During the week you will participate in a number of personal identification and growth activities and listen to a range of subject matter experts who will assist you in finding your way and understanding the requirements of the Department.
Commencement date and salary
Commencement dates cannot be confirmed until security requirements are successfully completed. Successful graduates usually start in early February each year.
Graduates are classified as APS4, at a salary of $60,452 - $66,904. Details about pay, leave entitlements and other conditions can be found in the current

Existing terms and conditions provided for under the Department of Immigration and Citizenship Enterprise Agreement 2011–2014 (DIBP EA) and determinations made under section 24 of the
Public Service Act 1999 for former ACBPS employees will continue to apply until a new Workplace Determination takes effect.
